Initial Goals
Since USCT use case is described and mapped out on a pretty high level, we need to take a lot of explicit decisions based upon assumptions to make it applicable in the Sandbox context. Today we would like to creat a shared understanding of the as-is state and the to-be state of this Use Case in context of the Sandbox.

Mission of Sandbox as a tangible vertical prototype of GovStack is a shared goal - parts of the use case might therefore be quite applied to a specific local scenario
