Configure OpenIMIS and Consent as BB and emulators. Updated documentation

There has been modification at USCT deployment - there is an added configurable mode for choosing which mode deployment should use ( emulated setup or interaction with real BB-s )For Consent integration has been created readiness for try out consent API conformity and quick test against http://iGrant.io testing environment.
