BRAINSTORMING PHASE The following information on a fictional government serve to explain and justify decisions in the Sandbox and its use case scenarios.

Government of OpenIsland

Governmental Entities

Other framework conditions

  • No cross-border services are operated

  • Citizens are virtual, no personalized data is processed

  • IT security is no major concern

Population of OpenIsland

  • 100.000 citizens (49% female, 49% male, 2% diverse)

  • 100% connectivity = 100% of citizens have access to the internet (desktop, smartphone or kiosk service points)

Digital Strategy

  1. FOSS: The use of Free and Open Source Software for Government services is preferred.

  2. Once only: Citizens need to enter and update information only once. Government entities request the data from other the gov entities managing this data.

  3. Unified User Experience: Citizens shall not have a visual break in accessing Government services.

  4. Accessibility: Government services shall be accessible for users with disabilities (e.g. screen reader).

  5. Environmental-friendly: The digital infrastructure shall be designed to minimize CO2-emissions and others with negative environment and climate impact.
