Empathy Map - Government Decision Maker

This aggregated Empathy Map will help the Sandbox team and everyone else involved to create and work along a common understanding for the GovStack Sandbox target audience.

The Empathy Map has been set up in December 2022 with the help of 6 experts who are in contact with government decision-makers in different roles and contexts.

It should be noted that the characterisations and descriptions are hypothetical in nature and come from the personal impression of the workshop participants.
