Proposal to Strengthen the Country Engagement Management Methodology

The approach proposed by Jody introduces a multidimensional methodology to assess GovStack country adoption in a more comprehensive and structured way. Rather than relying on a single indicator or binary classification, it evaluates eight key dimensions: stakeholder engagement, coordination mechanisms, strategic partnerships, deployment of building blocks, presence of a digital ecosystem, political or institutional commitment, funding availability, and capacity-building efforts.

By mapping country progress across these interconnected areas, the tool offers a more nuanced understanding of readiness and maturity. It enables more targeted decision-making, helping to identify strengths, gaps, and priority areas for support.
