Feedback Gathering from Country Engagements

Purpose: Advancing GovStack’s Offerings and adoption approach, specifically feedback is need to improve:

  • For GovStack Working Groups, testing in real-world settings is needed to refine GovSpecs technical specifications and Implementation Playbook methodology. In turn, implementers benefit from the enhanced quality and completeness of the Specifications.

  • For GovStack Implementing Partners, experience sharing and standardization of adoption approach is improving synchronization, quality and effectiveness of activities in countries.

This mandatory feedback mechanism for implementing partners is an addition to the public voluntary feedback/contribution mechanism of GovSpecs: Contributing | GovStack Specification

Process of sharing country feedback

  • Country team: Staff of GIZ, EstDev or ITU working on advisory or implementation activities in countries (including external consultants)

  • TC Facilitator team: CTO, Product Owner, Delivery Lead, Communication Lead, Community Manager and others

  • Working Group Facilitator

The following steps shall be done at least once while or after Country teams conduct activities in partner countries (Not required if country team status is inactive):

Mandatory frequency: After major milestones or at least once a year

  1. Community call overview presentation

    1. Country team briefly presents past activities and learnings in one of the quarterly community calls

  2. Dedicated community debrief

    1. Country team members (incl. consultants) and TC Facilitation team organizes a dedicated meeting for debriefing country activities (publicly accessible call)

      1. TC Facilitation team invites working groups who might be subject of feedback

      2. Country team invites other country teams

    2. Country team members present detailed activities and share initial points of feedback

    3. In discussion, more learnings and points of feedback shall be deduced

  3. Written feedback

    1. Country team lead details out selected points of feedback with support of team members and consultants

    2. Country team lead contributes specific working group feedback by

      1. inserting feedback via Confluence

      2. scheduling a call with TC Facilitator team to share verbally. TC Facilitator team transfers it into written form.

    3. Working group intake

      1. TC Facilitator team checks feedback entry and forwards entry to Working Group Facilitator (Confluence + Slack)

      2. Working Group Facilitator

        1. shares feedback with whole Working Group

        2. possibly request a meeting for further information from country team

        3. possibly derives a task for Working Group (Jira)

What to share as feedback

  • Frequently Asked Questions (FAQ)

    • Questions that come up during deep dive / training from participants which are not sufficiently covered by GovSpecs or GovLearn

  • Specific country demands on content additions/clarifications, e.g.

    • New Building Blocks

    • New use cases/e-services on the Sandbox

    • New methodological guides

    • Compatibility with other standards

  • Implementations hurdles

    • Experience from procurements

    • Learnings to be added to methodological recommendations (e.g. to Implementation Playbook)

  • New Use Case descriptions

    • User journey, service blueprints or other documentation of a designed use case to be added to the repository for working groups to derive needed BB functionality:

  • Need for workshop or training material

    • presentations, templates or other workshop material which should be provided globally by GovStack Initiatives to all Country teams
