4: Key Digital Functionalities

Basic Key Digital Functionalities (already in Registration BB v1.0)

  • Online application submission, editing, review, and status tracking

  • Back-office processing (approve / reject / return for correction)

  • Integration with Digital Registries BB for approved record storage

  • Credential / certificate issuance after approval

  • Rules configuration and validations via no-code platform

  • Notifications via Messaging BB, payments via Payment BB

  • Role-based access control and consent/authentication via Security BB

  • Audit logging and version control of records (via Registries BB)

  • Appeals & grievance flow – allow applicants to contest decisions.

  • SLA tracking with escalation – monitor turnaround time and auto-escalate breaches.

  • Offline / assisted mode – enable registrations in low-connectivity environments.

  • De-duplication & fraud-risk checks – configurable duplicate/fraud detection.

  • Standards-based credential issuance – e.g., W3C Verifiable Credentials.

  • Decision explainability – transparency on why approvals/rejections happened.

  • Data quality enforcement – stronger validation, error taxonomy, and compliance rules.

  • Event-driven interoperability – publish domain events (ApplicationSubmitted, etc.) for other BBs and analytics.

  • Form assistance - one version of this is pre-submission error checking e.g. “this business license number appears invalid“ - this provides clear and specifi error messages before the form is submitted by the applicant, save and resume

  • Consent management - the assumption is that consent isn’t granted in perpetuity and so the applicant can have the right to grant and revoke consent - applicant sees which government agencies their data is shared with, purpose and length

  • Data re-use - allow users to reuse their data from registries in order to avoid filling in the same data repetitvely
