Governments shall be able to achieve the following:

1. Market research: Search for software and services matching to government needs. Use GovSpecs compliance or proofen service experience as trust anchor when considering offers before going into a public procurement.

Software providers shall be able to achieve the following:

1. Offer software: Test and publicly state the degree of fulfilment of GovSpecs by their software solution.

Service providers shall be able to achieve the following:

1. Offer services: Publicly state the experience gained in contributing to or implementing with GovStack Offerings and offer services based on that experience
