Right now this is just a recommendation so I think just leaving it as is will be ok. This will likely need to be updated in the future though.

yes now it is more clear thank you Ingmar, just not sure we can proceed with that requirement because it goes against regulatory General Data Protection Regulation (GDPR) and I think all specs are supposed to follow it. Lets hear take on this

Actually here I dont think what is proposed is in order. It is proposed that the right to be forgotten should be cancelled because it is not a good practice for government registries, but right to be forgotten is part of GDPR. See 5.9 Comply with GDPR Principles (REQUIRED)
