INF-1: Create Example Implementation for Outreach Communications Step

Description

Use the Example Implementation Template (https://govstack-global.atlassian.net/wiki/spaces/GH/pages/110658241/Example+Implementation+Template ) and create a new Example Implementation for the Outreach Communication Step of Online Construction Permit Use Case.

The Messaging Building Block team will be responsible for development of this Example Implementation - and can bring in other Building Block teams as needed.

The Example Implementation should define all APIs that are needed by this step.
