Revise 6.1.2 External API functional requirements

Description

- would it be possible to only link to chapter "8 Service APIs" (I think that's the same focus, right?) instead of duplicating a rough list here? (i.e. remove all the subpoints of 6.1.2 and just state "providing APIs" as a requirement here)
