refer to "Messaging BB" for chat functionality (6.2.6) instead of specifying in our BB?

Description

The “Messaging BB” seems to specify a general communications module already, very similar to our Registration BB requirement about communication between applicant and operator (spec 6.2.6). Maybe we should remove the spec here and only refer to the other BB?
