Tanzania Deep Dive 30-31 Jan

First time for EstDev in the lead role. Summary report in development will be shared. Tanzania has an incoming investment for 1 million eur, that revolves around digilocket. It is yet to be seen how GovStack will fit into this. IN GIZ view it would be important to make sure that the digilocket would be implemented in accordance to GovStack specifications. ITU stated that there is high demand for wallet solutions and that GovStack should have an alaternative solution ready.

GovStack recruitment strategy

e-ID working group lead stepped down after 1 week in office due to the ToR of garden leave. The process of recruitment had been ongoing for half a year. Main issue is that experts lack in depth knowledge on eIDAS. There is a need to revise the approach and consider focusing on more flexible contracts. to be discussed further

GovStack ID BB WG

It might be useful to consider a more cyclical approach with quick sprints. Recently the work on the country engagement has doubled, which has taken a lot of resources. In future Governance Committee meetings Kristo, Ali and Nico will be included to give an update on the modus operandi of the working groups and on the way forward.

GovStack Foundation_next steps

EstDev has received green light from the deputy secretary general level from three Estonian ministries (Ministry of Foreign Affairs, Ministry of Justice and Digital Affairs, Ministry of Communications and Economic Affairs )  to move forward to set the principles, modalities, governance framework, finance and other relevant issues with regards, to establishing the GovStack foundation in Estonia. There is a need for a very clear-cut proposal to take to the minister´s level. It would be beneficial to establish a working group that will discuss the modalities in detail and there is a need for all GS partners to have a face-to-face meeting to discuss this, as exchanging word documents will not be enough. From ITU perspective we need to establish concrete red lines. i.e. ITU proposed: It is a non-for-profit, No Licenses, no royalities, It is a global, non-biased, open source, open license, neutral to products/platforms/etc, focused on specs, community
