Has the team developed a clear, well-organized implementation plan with defined milestones and timelines?
Are the phases logically sequenced, showing a step-by-step transition from the AS-IS to the TO-BE state?

Phased implementation plan: Breaking down the development and deployment process into a clear sequence of steps with defined milestones and timelines.
