Introduction

This document aims to describe the scope of the e-marketplace building block by describing the use cases that have been considered for the building block and detailing the user journeys of all actors of the use case through the logical process blueprint.

It also identifies the required interactions with other building blocks within Govstack.

Logical Process Blueprint

a given user journey for any use cases is typically broken down into “logical process steps” where each step depends on completion of previous steps. The breakdown of this use-case journey is captured in the “logical process blueprint”. A single use case may have multiple logical process blueprints based on the actors and user journeys.

 

Selected Use Cases for this draft

Through previous discussions, the working group arrived at the consensus that the use cases considered should be under the following categories:

  1. Businesses selling to Government (termed as B2G)

  2. Government selling/providing to persons (termed as G2P)

All other use case categories will be defined as future scope.

Approach:

  1. Shortlisted possible use cases from government e-marketplace platforms. (sources considered are from UK & India)

  2. Applied the Enquiry model developed by the group to consider use cases ( )

  3. Description of the use case and draft of the logical process blueprint based on information available

 

Classification of use case components

We have used the generic model of inquiry designed as part of the working group to identify and classify various components of these use cases. Below is a snapshot of the enquiry model (v0.2). To understand more about this generic model of inquiry, click here.

Mental Health Treatment Requirements (MHTRs) in Devon & Torbay for NHS England (NHSE) South West (Source) (G2P)

WHAT:

The aims of the service are to:
• Increase the proportion of offenders with mental health issues for whom an effective mental health treatment plan is in place - Outcome
• Reduce re-offending by addressing the underlying causes of offending behaviour - Outcome
• Prevent custodial sentences (especially short ones), by offering robust community treatment options - Outcome
• Provide tailored mental health support to the most vulnerable offenders. Individuals supported by pilot sites included those who suffered from post-traumatic stress, trauma, bipolar, personality and phobia disorders, psychosis and ASD - Service

Logical Process Blueprint [Pending Discussion]

To create the process blueprint, use case 3 from the above list was selected, following the below rationale:

  • The use case demonstrates the procurement of health services for a hospital (G2P). This is a basic and most common service for any health department/ministry in a country.

  • The use case has key important processes such as advising and assisting employees, multi-sectoral employees, health surveillance, attendance monitoring and so on. In the parlance of computer applications, these processes are correlated to registration and identity verification of employees, accessing multiple data registries, reporting and dashboard, business analytics, transaction of payments/bursaries between health provider and the employees

  • The use case involves application of multiple GovStack building blocks.
