For Q423 release, how should we talk about procurement in the eMarketplace BB spec

How should this BB be updated for the next release?

For upcoming release, add language that the current scope does not support government procurement processes, but that it provides some of the functionality to do so.

After release, define scope and what additional functionality should be brought into the spec. Work with eMarketplace BB team as well as Aare and others.
