  • Workshop - GovStack Sandbox / Empathy Map

    The workshop took 45 minutes, and it was conducted with two digital government advisors.

    Participants took the government decision-maker role due to the main target group of the sandbox.

    First empathy map and workshop were introduced to participants, then the workshop’s goal was explained, and two of the participant actively involved and gave their valuable opinions regarding the topic.

    Initial Goals

    We would like to create a common understanding of our users and put ourselves in their shoes. Therefore we want to capture their behaviours and attitudes in a simple, easy-to-digest visual way: An Empathy Map! This is a collaborative method to articulate what we know about our possible users. This will help the Sandbox team, and everyone else involved to create and work along a common understanding for the GovStack Sandbox target audience.

    🔑Notes / Takeaway

    It is important to mention there were only two participants during the workshop and both participants noted that their opinions were speculative and may or may not show the real picture. But still, these are important points to see for us due to the participants' role as digital government advisors and their previous experience.

    • Participants reflected that testing on a sandbox might not reflect real experience. The implementation can be quite different and does not reflect the actual environment. Their system can be too specific for using the sandbox. Showing the flexibility of the GovStack system is important.

    • The cost has an important role. The sandbox may reduce the costs of government systems through testing and proactively eliminating risks. This can be highly beneficial.

    • They would like to see interoperability with the existing system and ease to use.

    • Security and data protection can be important aspects for governments if they are going to use the components of their system. Decision makers may ask for an investigation for security reasons

    • Solutions might not be feasible due to the infrastructure and ecosystem

    • One participant mentioned that it could be expected that what comes up from Sandbox would play a role as the “beta” product for government e-services.

    • For decision maker (non-technical people), first impression is important. They should understand what sandbox is and see appealing UI/UX. This is also important for technical people to see how it works easily.

    • Users would like to see the business process and how BBs are communicated each other.

    • These aspects and users' needs/wants not only depends on the location or their system but also might be affected by the current regime.
