Context

To create a truly form-agnostic specification for a Government E-marketplace, we need to create a model of inquiry that identifies each component of the use case and places it in a sufficiently abstracted model. Each use case will be used to stress test the model and keep modifying it until it has sufficient blocks to accomodate every use case.

This document describes a generic model of enquiry that continuously evolves by application of new and diverse use cases, identifying gaps in the current model and updating itself as we move forward.

the outcome of this exercise is to use this model to ultimately create the abstracted schema of the Govt e-marketplace.
