GovStack Ecosystem Reference Architecture (GERA)

Objective

The objective of this document is to provide reference guidance to public entities such as governments, public sector units, who are in the process of adapting towards digital transformation. The document exclusively focuses on achieving digital transformation through the implementation of Enterprise Architecture using Building Blocks approach. 

The implementation of GovStack’s building block approach with Enterprise Architecture to achieve digital transformation in public entities is first of its kind and is unique. Therefore, this document offers primary knowledge or approach and acts as a foundational reference. As the time progresses, the authors are hopeful that many more learnings, case studies can be incorporated.

This document can be utilized by key stakeholders from various sectors, such as politicians, government bureaucrats, non-government organizations, private sectors, academia, policy think tanks, etc.

The document is structured as follows

  • Chapter 1 and Chapter 2 introduce the reader to the GovStack initiative and its approach.

  • Chapter 3 highlights the value proposition of GovStack to various stakeholders.

  • Chapter 4 introduces Public Digital Reference Models and how the GovStack approach correlates to this model. Further, it also explains the core principles of GovStack, its building blocks, and the use of sandbox in GovStack. It introduces the reader to supporting concepts such as Shared Services, and Digital Service Standards and provides a few use cases of GovStack.

  • Chapter 5 discusses various adoption scenarios considering the technical, business, policy, and regulatory environments.

  • Chapter 6 provides guidance on how the GovStack approach can be adapted to existing silo-ed ecosystems (brownfield) or can be used in creating new digital ecosystems (greenfield) in the Government. It discusses the whole-of-government approach and how Sustainable Development Goals can be achieved through the GovStack approach.

  • Chapter 7 highlights the key importance of governing the GovStack approach so that the initiative adopts to the emerging technologies, processes, and standards to sustain.

  • Chapter 8 offers additional digital ecosystem reference frameworks, and GovStack initiative references.
