Working Groups re-launch plan

Objective: Outline activities to be done to launch 1-3 working groups between February and March 2025
We are proposing the launch of the following WGs:

0. Roles
Governance Committee: Facilitates institutional communications and manages any hiring or distribution of funds
Technical Committee Facilitation Team: Overlooks general coordination of the project and supports all working groups through their process. Performs communications needed at the different stages of the process.
Hired facilitator (only on Scope of Work phase): Responsible for coordinating and crafting the Scope of Work phase
1. Craft a Scope Proposal document
Duration: 2-4 weeks
Objective: Have a Scope of Work document that roughly defines the objectives of the next iteration of the building block. Such document must be informed by people familiar with the building block by either implementing it through Country Engagement or a GovMarket solution, or by having worked on a previous iteration of the spec.

2. Open call for participation in Working Group
Duration: 2 weeks
Objective: Get a sizeable amount of participants for the Working Group that are interested in advancing the building block and participating in the working group.

3. Drafting phase
Duration: 6 months
Objective: Finish a draft for a new major or minor version of the Building Block that is release-candidate-ready for review.
