• use case in simulation = more value for GovStack than for Djibouti

• prototype only provides value for Djibouti if it’s directed towards a full implementation and/or if they can create learnings by active contribution within their teams

  • can part of a future prototype be reused by country implementation teams? how can we can build the prototype in a way that enables this?

→ clarification on how to provide as much value for country implementation beyond MVP needed, especially for prototype to full implementation
